Abstract

"It is generally thought that in a bipartisan system, in a one-party government, a coalition government would have to be formed because no single political party has a clear majority. India has long been an exception to this general rule and the reason for this situation was the dominance of a political party in the multi-party system of India. ”1 Not only in but in eight states of the country, contract governments were formed. The first federal treaty government in the country was formed on March 24, 1977 by the Janata Party under the leadership of Morarji Desai, but the process of forming coalition governments at the Center since 1989 is still going on. So far, nine contract governments have been formed at the center. If we take a closer look, we find that the Congress government formed in the year 1991 under the leadership of PV Narasimha Rao was also somehow a contract government, because in the Lok Sabha elections in 1991, no political party Did not get an absolute majority. The Congress got the highest number of seats. "Congress got 220 seats and even after being in the minority, it formed the government under the leadership of Narasimha Rao.
